There are so many cool pages out there with background pictures, even your own home page has one on the photo page! What's the trick?

That's another Netscape only addition, though it's migrating into other Web browsers slowly.

The basic modification that Netscape added for this, and the addition of text and background colors, is to extend the <BODY> tag with attributes. The magic attribute for a background graphic image is BACKGROUND= followed by either a GIF image or a JPEG image.

A standard approach is to have a cool JPEG like:

Note that you can make a totally illegible page if you're not careful with what background image you choose for your page or pages.
