Ironically, Spain has been arguing with the rest of the European Community over the retention of the ñ character; the EC wants to abolish it as unnecessarily locale-specific, and the Spanish, as might be expected, are highly unhappy with the turn of events. In mid-1991 Spain agreed to drop the ñ, but later rethought their idea and continue to petition the EC to retain the additional character.
